AI Model Governance: Frameworks, Controls, and Implementation

Regulatory Frameworks for AI Model Governance

EU AI Act — Classifies AI systems into four risk tiers. High-risk systems (credit scoring, HR, critical infrastructure) require documented governance including model cards, evaluation suites, and post-market monitoring. Fines up to 7% of global revenue.

NIST AI Risk Management Framework 1.0 — Voluntary US framework. Defines four functions: Govern, Map, Measure, Manage. Widely adopted as a best-practice reference.

ISO/IEC 42001 — New international standard for AI management systems. Provides a certification path similar to ISO 27001 for security.

Sector-specific rules — SR 11-7 (US banking model risk), GDPR Article 22 (automated decision rights), HIPAA (health AI), FDA SaMD (medical devices).

How to Implement AI Model Governance

Step 1: Inventory every model in production. You likely have more than you think. Include both classical ML and LLMs, including fine-tuned ones.

Step 2: Classify each model by risk tier. High-risk models get full governance. Low-risk models get lightweight governance. Do not over-govern low-risk use cases.

Step 3: Write model cards for each model. Purpose, training data, metrics, known failure modes, deployment context. Google and Hugging Face publish templates.

Step 4: Build an evaluation suite. Automated tests that run before every deployment. Accuracy, fairness, robustness, and regression checks.

Step 5: Set up drift monitoring. Data drift, concept drift, and performance drift should alert the model owner within hours, not weeks.

Step 6: Establish retirement procedures. Models should not run forever. Set expiry dates and retirement checklists.
